Put safety first, not after the disaster!


"Now it is imperative to secure." How often have you heard this phrase in the aftermath of an earthquake or a flood. It 'was also suggested this week in L'Aquila.
Securing what remains of the houses that do not fall on the earthquake survivors of a disaster is exactly the same as those who ask to be put into a city safe from the risk of further flooding more than likely.
In one case, and those few words are another reminder of the institutions to make sure that no other deaths in addition to those already planted by people living in this land of ours already sorely tried by disasters, too often announced.
To limit ourselves to only the last century and wanting to limit themselves to more or less natural catastrophic events include:
Messina Earthquake of 1908 (about 100,000 victims); 1915 Avezzano earthquake (32,000 dead), earthquake Mugello 1919 (100 deaths); Dam collapse Gleno 1923 (356 victims); Earthquake del Vulture 1930 (1425 victims); Overflowing Lake Ortiglieto 1935 (77 deaths), Flooding in Calabria 1951 (100 deaths); Polesine flood 1951 (84 deaths), Flood of Salerno in 1954 (318 victims); Vajont Massacre of 1963 (about 2000 victims); flood in Florence in 1966 (34 dead), earthquake Belice 1968 (370 victims); Tuscania Earthquake of 1971 (31 killed); Terremoto del Friuli 1976 (965 victims); 1980 Irpinia earthquake (2914 dead); Flood Valtellina 1987 (53 victims), Flood in Piedmont 1994 (70 victims), Flooding in Tuscany 1996 (13 victims), Umbria and Marche Earthquake 1997 (11 dead); Flood 1998 Sarno and Fifteen (159 victims); Flooding in Calabria 2000 (12 victims); Flooding in Piedmont 2000 (23 victims); Earthquake San Giuliano di Puglia 2002 (30 victims); flood and landslide in Villar Pellice 2008 (4 killed), and finally the last catastrophe, but only in order of time, the earthquake in Abruzzo - April 6, 2009 (294 victims).
In just 100 years a sequence of catastrophic events that have caused hundreds of thousands dead, countless wounded and material damage to private and artistic heritage can not be assessed because of their huge size.
Apparently, though, unfortunately this will not suffice. We will still attend to other deaths, injuries and property damage only because that phrase, that with so much emphasis today and already heard too many times in the past, not follow, in the end, as much emphasis on wanting to put into practice.
"too expensive" is often said to those who propose solutions aimed at least to narrow those disasters, since the total security can never be objectively foreseeable.
In the case of seismic zones, however, should be deemed "imperative to secure" the houses with earthquake-resistant devices (perhaps in the right doses mixing sand, cement and iron rods), whereas in the case of areas prone to flooding, should be just as "imperative secure them the "building levees adequate funds for expansion, or areas of rolling, if you prefer, upstream of the cities themselves should they find themselves living with a river (good Part of the villages).
But this, unfortunately I am convinced, will not be made except in small part (too many negative examples), perhaps on the grounds of palliative care (risk minimization), and if you ask why we do not delude yourself that the answer will always be .... "You can not do, it costs too much!"
